Translation (English)

In his city there was no one disliked or transgressive, except perhaps a provoked brahmin or a night-stalking rakshasa.

Commentary

Dasharatha's kingdom is portrayed as an ideal state — no one is disliked or transgressive. The only exceptions noted are a provoked brahmin or a night-stalking rakshasa, establishing the presence of both human and supernatural challenges that will drive the epic's conflict.
