परोक्षया वर्तमानो वृत्त्या प्रत्यक्षया तथा।।2.3.43।। अमात्यप्रभृतीस्सर्वाःप्रकृतीश्चानुरञ्जय।

With your behaviour keep the ministers and the people satisfied by means direct or indirect.

Commentary
Keep the ministers and the people satisfied through both direct and indirect means. Dasharatha's counsel is pragmatic — a ruler must be both transparent and strategic. Governing requires not only righteousness but skill.
