Translation (English)

He (Rama) was modest and did not reveal his inner feelings. He counselled in secrecy and had good friends. Never was his anger or pleasure in vain. He knew the occasion when to sacrifce and when to exercise restraint.

M.N. Dutt (1891)

Commentary

Rama is modest and does not reveal his inner feelings unnecessarily. He counsels in secrecy. The verse describes the composure of a leader: not every thought needs to be shared, not every emotion needs to be displayed. Restraint in speech is a form of strength.
